Disable Change Wallpaper Windows 7

use Local Group Policy.

Goto Start -> type gpedit.msc

Navigate to User configuration -> Administrative Template -> Control Panel -> Personalization

Here you have the Prevent changing desktop background parameter. Set it to Enabled
